Direct Financial Assistance to Americans:
The new COVID-19 relief package signed into law in March 2021 includes direct Economic Impact Payments to adults, children, & dependents:
$1,400 direct payments to individuals earning less than $75,000, which phase out at an $80,000 income level.
$2,800 direct payments to joint tax filers earning less than $150,000 per year, which phase out at a $160,000 income level for joint filers.
Eligible children and dependents, including adult dependents, also qualify for a $1,400 check.
If you have not yet received your payment, visit IRS.gov to check the status of your direct payment.
If you did not receive the full amount of the first stimulus payment, you may be eligible to claim a Recovery Rebate Credit when you file your 2020 federal tax return.
Unemployment Benefits & Tax Relief for Workers Who’ve Been Furloughed or Laid Off:
The new COVID-19 relief package signed into law in March 2021 includes an extension of federal supplemental unemployment enhancements of $300 a week through September 6, 2021.
The new March 2021 package also includes tax relief for those who may be unemployed, by waiving federal income taxes on $10,200 of unemployment benefits received in 2020 for households that earn less than $150,000.

New Jersey COVID-19 Fraud Task Force & New Jersey Division of Consumer Affairs’ Price Gouging Complaint Form:
New Jersey has established a joint federal-state COVID-19 fraud task force to investigate and prosecute a wide range of misconduct arising from this pandemic, including the unlawful hoarding of medical supplies, price gouging, charity scams, procurement fraud, insurance fraud, phishing schemes, and false and misleading investment opportunities.
Residents are encouraged to report possible misconduct through a hotline established by the National Center for Disaster Fraud at (866) 720-5721 or disaster@leo.gov.
Residents who believe that businesses have unfairly increased their prices are encouraged to file a complaint with the New Jersey Division of Consumer Affairs either online or by calling (973) 504-6240.

Food Assistance:
The new COVID-19 relief package signed into law in March 2021 includes $12 billion in federal investment in nutrition programs, including an extension of providing children who are learning remotely with school meals through the Pandemic EBT program. Federal legislation has also strengthened nutrition security initiatives, including SNAP, seniors’ nutrition, and food banks.
This allows for increased flexibility in New Jersey to continue to provide school meal programs to children who are out of school because of the pandemic. Additional funding is going to food banks to provide meals to seniors who are homebound through programs like Meals on Wheels.

Resources to Help Safely Reopen Schools
The new COVID-19 relief package signed into law in March 2021 includes $130 billion for K-12 schools nationwide to help school districts reopen schools safely and get children back in the classroom.
These resources will help our schools purchase PPE, support students’ mental health needs, and get students back on track to achieve long-term academic goals.
The March 2021 package also includes an additional $40 billion for higher education to help their students meet their basic needs and continue learning.

The new COVID-19 relief package signed into law in March 2021 will allocate $39 billion for child care providers. These resources will help parents get back to work and help get local economies up and running again.

The new COVID-19 relief package signed into law in March 2021 includes $7.25 billion in additional funding for the Paycheck Protection Program (PPP), $15 billion in new funding for Targeted EIDL grants (available to hard-hit, underserved small businesses), $1.25 billion in grants for shuttered live venue operators, and $28.66 billion nationwide for a new program at the Small Business Administration to offer assistance to restaurants and bars hit hard by the pandemic: the Restaurant Revitalization Fund.

Payment Protection Program (PPP) Loans — First and Second Draw:
The new round of PPP loans are tax deductible. Some additional categories of non-profit organizations can now apply for a loan too.
Economic Injury and Disaster Loan (EIDL) and Emergency Grant Program:
EIDL grants are be available to businesses in low-income communities whose revenue dropped at least 30% over any eight-week period since early March 2020, relative to the same time in 2019.
Small Business Debt Relief Program:
Under the CARES Act, the SBA will cover all loan payments on 7(a) loans, including principal, interest, and fees, for six months. This relief will also be available to new borrowers who take out loans within six months of the bill being signed into law.
The SBA will pay the principal and interest of current 7(a) loans for a period of six months.
The SBA will also pay the principal and interest of new 7(a) loans issued prior to September 27, 2020.

Relief for Live Venues:
The March 2021 relief package includes $1.25 billion in grants for shuttered live venue operators.
Restaurant Revitalization Fund:
The March 2021 relief package includes $28.66 billion nationwide for funding for this new restaurant relief program within the Small Business Administration.
The Restaurant Revitalization Fund, which should open applications in Spring 2021, will provide grants with a maximum of $10 million per restaurant group or $5 million per individual restaurant location.
Eligible businesses include restaurants and bars that are not part of an affiliated restaurant group with more than 20 locations, and are not publicly traded.
Contractors:
Congress has provided certain relief and protection for government contractors. Agencies will be able to modify terms and conditions of a contract and to reimburse contractors at a billing rate of up to 40 hours per week of any paid leave, including sick leave. The contractors eligible are those whose employees or subcontractors cannot perform work on site and cannot telework due to federal facilities closing because of COVID-19.

You should also work with your agency’s contracting officer, as well as the agency’s Office of Small and Disadvantaged Business Utilization (OSDBU).
Other CARES Act provisions to benefit employers and small businesses:
Employee Retention Tax Credit — The CARES Act creates a refundable payroll tax credit for businesses and non-profits that retain their employees during the COVID-19 crisis. The tax credit is equal to 50% of wages and compensation. There is an overall limit on wages per employee of $10,000. This credit is not available for small businesses that participate in PPP. For more questions, please consult the IRS FAQ.
Advanced Tax Credits for Paid Leave — The CARES Act allows employers to receive an advance tax credit for required paid sick leave (under the Families First Coronavirus Response Act) instead of having to be reimbursed.
Delay of Payment of Employer Payroll Taxes — Employers and self-employed individuals may defer payment of the employer share of the Social Security tax they otherwise are responsible for paying.
Net Operating Loss Modifications — The provision relaxes the limitations on a company’s use of losses. Net operating losses (NOLs) are currently subject to a taxable-income limitation, and they cannot be carried back to reduce income in a prior tax year. The provision also temporarily removes the taxable income limitation to allow an NOL to fully offset income. These changes will allow companies to utilize losses and amend prior year returns, which will provide critical cash flow and liquidity during the COVID-19 emergency.
Treasury Fund for Larger Businesses — The CARES Act authorizes $454 billion for loans, loan guarantees and investments in support of facilities established by the Federal Reserve to support lending to eligible businesses, states, or municipalities.

New Jersey Economic Development Authority (NJEDA) Small Business Emergency Assistance Loan Program
A $10 million program that will provide working capital loans of up to $100,000 to businesses with less than $5 million in revenues. Loans made through the program will have ten-year terms with zero percent for the first five years, then resetting to the EDA’s prevailing floor rate (capped at 3.00%) for the remaining five years.
