FRANKLIN BOROUGH, NJ – During the August congressional district work period, U.S. Congressman Josh Gottheimer (NJ-5) visited the Franklin Borough Police Department — the first in Sussex County, NJ, to receive equipment from the U.S. Department of Defense’s 1033 Program.

Gottheimer’s dedication to working with local mayors and municipalities to claw back federal investment opportunities for first responders and law enforcement throughout the Fifth District is paying off.

This first 1033 program shipment to Franklin was worth over $270,000 and included a utility truck, a forklift, a humvee, several laptop computers, and other office supplies.

“I believe any way we can cut taxes and give families tax relief is critical, given how expensive New Jersey is to live and for businesses to operate. Thanks to the 1033 program and federal grant programs like LESO, AFG, nonprofit security, and others, we’re getting our federal tax dollars back here to North Jersey in ways we haven’t in decades,” said Congressman Josh Gottheimer (NJ-5). “Since I first came to Congress at the start of 2017, we are up more than 57% percent in what we’ve clawed back in our federal tax dollars to New Jersey’s Fifth District– a 35% increase from last year.”

The 1033 Program permits the Secretary of Defense to transfer excess DoD supplies and equipment to state and local law enforcement agencies for use in their law enforcement duties. This property is procured at no cost to the local or state agency with the exception of any shipping or transportation costs. The type of property available through the 1033 Program includes but is not limited to tactical and riot gear, vehicles, watercraft, weapons, and night vision.

“The FPD is very lucky to have been a part of the 1033 program with the help of Congressman Gottheimer’s office. The Borough Police Department could never have acquired the caliber and amount of useful safety, transport and technology tools without the assistance of this great program and of the Congressman,” said Franklin Borough Detective Lieutenant Nevin J. Mattessich.
