RELEASE: Gottheimer Introduces Bipartisan Legislation to Fully Restore SALT Deduction, Deliver Tax Cuts to New Jersey Families 

WASHINGTON, DC — Today, January 15, 2025, U.S. Congressmen Josh Gottheimer (NJ-5) and Andrew Garbarino (NY-2) announced the reintroduction of the Securing Access to Lower Taxes by Ensuring (SALT) Deductibility Act, bipartisan legislation to fully restore the State and Local Tax (SALT) Deduction. The proposal will allow taxpayers to fully deduct their state and local taxes on their federal income return, ending double taxation and giving middle-class families in Northern New Jersey a much needed tax cut. 

The announcement follows the bipartisan SALT Caucus meeting this week, where Members discussed strategy to restore the SALT Deduction ahead of upcoming tax bill negotiations. 

“I’m proud to be working with my colleagues on both sides of the aisle to fully restore the SALT Deduction and give Jersey families a much-needed tax cut. In North Jersey, SALT is a middle class issue, and restoring the deduction will get more dollars back into the pockets of hard-working families who are already struggling with higher costs,” said Congressman Josh Gottheimer (NJ-5), Co-Chair of the bipartisan SALT Caucus. “We need to make life more affordable for Jersey families — and I won’t stop fighting until we cut taxes and get this done.” 

“Since the SALT deduction cap was implemented, hardworking Americans from states like New York have been suffering from unfair double taxation—all while receiving a fraction of what they contribute in federal funds,” said Congressman Andrew Garbarino, Co-Chair of the bipartisan SALT Caucus. “Enough is enough. We are calling for a full repeal of the cap that disproportionately impacts middle-class families in our districts.”

The legislation is co-sponsored by Reps. Sean Casten (IL-6), Holmes Norton (DC), Danny Davis (IL-7), Thomas Kean (NJ-7), Judy Chu (CA-28), Julia Brownley (CA-26), Jerrold Nadler (NY-12), Mikie Sherrill (NJ-11), Laura Gillen (NY-4), Jimmy Panetta (CA-19), and Pat Ryan (NY-18).
