Action: Gottheimer authored two conditions of the FAA Reauthorization Act of 2024, which he also helped pass into law, which:
- Require inexpensive, commonsense secondary cockpit barriers on all commercial aircraft to help prevent the hijacking of airplanes, a key recommendation from the 9/11 Commission Report.
- Require the Comptroller General of the United States to conduct a study on flight delays in New York, New Jersey, and Connecticut.

Negotiated Package: National Defense Authorization Act for Fiscal Year 2023
Action: Gottheimer authored provisions which passed the House as part of the NDAA for FY23, which included significant flood management and water infrastructure projects for North Jersey. These provisions include:
- Flood control study for Lower Saddle River.
- Temporary Relocation Assistance Pilot Program for temporarily displaced people.
- New York-New Jersey Watershed Basin assessment.
- Feasibility Studies related to rising sea levels.
- Federal investments for water and wastewater projects in Passaic, Sussex, and Essex counties – $61 million.
- Federal investment for New York-New Jersey harbor deepening project – more than $2.4 billion.
- Flood risk management projects for New Jersey’s Fifth District.

Bill Lead: H.R.422 - Anti-Congestion Tax Act of 2023
Action: This bill prohibits the U.S. Department of Transportation from awarding any new Capital Investment Grants to MTA projects in New York until drivers from all New Jersey and New York crossings into Manhattan receive exemptions from any Congestion Tax and amend the U.S. tax code to offer commuters a federal tax credit at the end of the year equal to the amount they paid in a Congestion Tax. This will protect both New Jersey and New York drivers.

Action: This bill includes a Rail Passenger Bill of Rights that guarantees refunds to Amtrak customers and NJ TRANSIT customers impacted by Amtrak infrastructure & who experience serious delays and cancellations and will transform Amtrak’s “Run to Fail” infrastructure strategy, ensuring Amtrak has the funding it needs to replace infrastructure on time.

Action: This letter asks Governor Murphy to provide an update on the status of New Jersey’s plan to utilize funds provided by the Bipartisan Infrastructure Law (BIL) for investments in our transit workforce. New Jersey has received more than $3 billion in funds apportioned to the state that are eligible to be spent on pre-apprenticeships, apprenticeships, and career opportunities for on-the-job training.
